“But you shall receive power (ability, efficiency, and might) when the Holy Spirit has come UPON you: and you shall be My witnesses in Jerusalem, and all Judaea, and Samaria, and to the ends (the very bounds) of the earth.” [Acts 1v8 – Amplified Bible]
(a) In addition to the indwelling Spirit, the Holy Spirit also comes upon a believer when they are baptized in the Holy Spirit. The purpose of the Holy Spirit upon is to empower believers to minister.
(b) Disciples were not to start ministering without the Holy Spirit
(c) They needed this power to be effective

There are several incidents in the book of Acts where people were baptized with the Holy Spirit and all the incidents show that a believer receives power (manifested in different ways) when (s)he is baptized with the Holy Spirit. Here are the incidences:

(A) “And suddenly there came a sound from heavens as a rushing mighty wind, and it filled the house where they were sitting. And there appeared unto them cloven tongues like as of fire and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave the utterance.” [Acts 2v2-4 – KJV]
 A sound fro heavens as a rushing wind came and filled the house
 Tongues of fire sat upon each one of them
 They were filled with the Holy Spirit
 They spoke with other tongues - Tongues – God’s restoration of what He had put in disorder at
 There was rapid multiplication of the church – signs and wonders were done among them
(B) “And when they had prayed, the place was shaken where they were assembled together; and they were all filled with the Holy Ghost, and they spake the word of God with boldness… And with great power gave the apostles witness of the resurrection of the Lord Jesus: and great grace was upon them all.” [Acts 4v31,33 – KJV]
 The place was shaken where they were assembled
 They were filled with the Holy Spirit
 They spake the Word with boldness and power

(C) “Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: Who, when they were come down, prayed for them, that they might receive the Holy Ghost: (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.) Then laid they their hands on them, and they received the Holy Ghost” [Acts 8v14-17 – KJV] – See also Acts 9v17 – Ananias laid hands on Paul to receive the Holy Spirit
 The Baptism of the Holy Spirit happens after salvation
 Ministers can lay hands on people for them to receive the Holy Spirit

(D) “While Peter was still speaking these words, the Holy Spirit fell on all who were listening to the message….” [Acts 10v44 – KJV]
 People can be filled with the Holy Spirit as the Word is being ministered.

(E) “Paul…came down to Ephesus. There he found some disciples. And he asked them, ‘Did you receive the Holy Spirit when you believed [on Jesus as the Christ]? And they said, ‘No, we have not even heard that there is a Holy Spirit….And as Paul laid his hands upon them; they spoke in [foreign, unknown] tongues (languages) and prophesied.” [Acts 19v1,2,6 – Amplified Bible]
 Only those who believed in Jesus as the Christ can receive the Holy Spirit
 Ministers can lay their hands on people for them to receive the Holy Spirit
 Believers speak in tongues and prophesy when they are baptized with the Holy Spirit

 To receive power [might, strength, force] for all the necessary wisdom, guidance, prayer and ministry through the gift of supernatural signs – to tear down the kingdom of satan and to build the Kingdom of our Lord and God
 The reason this power is given to believers is to spread the Gospel in an explosive fashion from your home area, across cultures, to different ethnic groups and to the entire world
 The power gives us an ability to speak with boldness [Acts 4v31,33]
 The power enables us to work signs and wonders. Acts 8v6,7 says “And great crowds of people with one accord listened to and heeded what was said by Philip, as they heard him and watched the miracles and wonders which he kept performing [from time to time]. For foul spirits came out of many who were possessed by them, screeming and shouting with a loud voice, and many who were suffering from palsy or were crippled were restored to health. And there was great rejoicing in that city.” [Amplified Bible]
 The power enables us to do whatever God wants us to do
 The power comes with spiritual gifts that enable believers to minister. 1 Corinthians 12v7-11 says: “But to each one is given the manifestation of the [Holy] Spirit [the evidence, the spiritual illumination of the Spirit] for good and profit. To one is given and through the [Holy] Spirit [the power to speak] a message of wisdom, and to another [the power to express] a word of knowledge and understanding according to the same [Holy] Spirit; To another [wonder working] faith by the same [Holy] Spirit, to another extraordinary powers of healing by the one Spirit. To another the working of miracles, to another prophetic insight (the gift of interpreting the divine will and purpose); to another the ability to discern and distinguish between [the utterances of true] spirits [and false ones], to another various kinds of [unknown] tongues, to another the ability to interpret [such] tongues. All these [gifts, achievements, abilities] are inspired and brought to pass by one and the same [Holy] Spirit, Who apportions to each person individually [exactly] as He chooses.”

 You must be born again to receive the baptism in the Holy Spirit. Acts 2v39 says “For the promise [of the Holy Spirit] is to and for you and your children and to and for all that are far away, [even] to and for as many as the Lord God invites and bids to come to Himself.” [Amplified Bible]
 You must have a hunger and thirsting after God. Matthew 5v6 says “Blessed are they which do hunger and thirst after righteousness: for they shall be filled.” Psalm 42v1-2 says “As the hart pants and longs for the water brooks, so I pant and long for you, O God. My inner self thirsts for God, for the living God. When shall I come and behold the face of God? (Amplified Bible)
 This refers to an intense desire for the fullness of the Holy Spirit. The hart must have water or he will collapse and die
 It comes from a yearning and thirst heart, soul and spirit. It pants, thirsts and seeks after the Spirit of God
 You must have an eager, ardent, passionate, fervent, glowing, and ever-consuming desire for the fullness of the Spirit
 You must be completely surrendered to God - Psalm 51v16 says: “My sacrifice [the sacrifice acceptable] to God is a broken spirit; a broken and contrite heart [broken down with sorrow for sin and humbly and thoroughly penitent] such, O God, you will not despise” (Amplified Bible]
 Abandon self
 Empty yourself of all your own importance and glory
 Be completely open to God
 Allow the Holy Spirit to fill you to the point of overflowing – there should be no empty place in the vessel

There are three fundamental things that you should do in-order to receive the Baptism in the Holy Spirit namely:
(1) DO NOT BEG – Acts 2v38 says that the Holy Spirit is a gift to every believer. The gift is unmerited and is received by faith and thanksgiving. Remove all doubt
(2) THIRST FOR THE HOLY SPIRIT – John 7v37-38 says: “…Jesus stood and cried out in a loud voice, ‘If any man is thirsty, let him come to Me and drink! He who believes in Me [who cleaves to and trusts in and relies on Me] as the scripture has said, From his innermost being shall flow [continuously] springs and rivers of living water. But He was speaking here of the Holy Spirit…” (Amplified Bible)
 Are you really thirsty for the Holy Spirit
 Jesus is ready to baptize you with the Holy Spirit [Matthew 3v11; Mark 1v8]
(3) DRINK – the thirsty have the responsibility to come and drink. The river is flowing. You need to begin to drink, drink and drink until there is an overflow
